见圳客户端·深圳蒲典网2019年7月29日讯（见圳客户端、深圳蒲典网记者 涂胜）记者从深圳市交警局获悉，深圳交警近日对交通违法有奖举报进行了调整，进一步扩大有奖举报的奖励范围，自7月29日起，市民举报任何交通违法行为，经交警查实后都给予一定金额的奖励。据深圳交警介绍，2014年，深圳交警正式开始推行交通违法有奖举报，市民可通过微博、微信、行车记录仪等多个平台向交警部门举报交通违法。截至2019年7月28日，深圳交警共收到各类交通违法举报线索19．8万宗，经审核录入4．7万余宗，举报成功率23．5％。根据举报情况统计，目前违停、占用公交车道、压实线、变道不打灯等交通违法占绝大多数。但是在以往，这些常见的一般性的交通违法并不在有奖举报的范围，有些交通违法则是达到一定举报数量才给奖励，比如举报违停，交警核实后对被举报车辆处罚款500元的，要达到5宗方可奖励50元。为调动市民积极性，提高市民的得奖率，深圳交警调整有奖举报奖励办法，将常见妨碍交通秩序违法行为举报纳入举报有奖范围，市民凡举报交通违法的，一经查实即有奖励。如举报机动车逆行、压实线、压导流线、不按导向车道行驶、未使用转向灯、违反禁行限行令等，每宗奖励20元，每人每月奖励金额不超过500元。在奖励举报违停方面，此次深圳交警对相关奖励额度也进行了调整。其中，举报机动车在人行道、人行横道、消防通道、道路网状线区违法停车的（1000元罚款情形），每宗奖励50元，每人每月奖励金额不超过500元；举报机动车在交警部门划定的交通繁忙路段违法停车的（500元罚款情形），每宗奖励10元，举报人每人每月奖励金额不超过200元；举报在公交站点违法停车以及违法占用公交车专用道行驶的，奖励标准提高为每宗奖励50元，每人每月奖励金额不超过500元此外，市民举报在外地行驶的悬挂伪造或变造粤B牌的车辆或粤B牌车辆悬挂伪造、变造车牌的，经违法所在地交警部门查实的，予以每宗2000元的奖励。此举意味着，只要是深圳车挂假牌或外地车挂假深圳牌，经举报被查实，无论违法查处地在不在深圳市均可获得奖励。交警部门提醒，市民在举报交通违法行为时要尽量精准交通违法的时间和地点，图片能清晰反映违法状态和车辆各要素信息。如举报违停，要反映违法停车的具体路段，违停车辆的车身颜色、外观、包括车牌号，多张不同时间的图片更能反映车辆静止状态。

深圳蒲典网讯（见圳客户端、深圳蒲典网记者 刘嘉敏 通讯员 郑丽丽 肖峻）2019年7月26日上午，罗湖区长者助餐服务工作启动仪式暨翠竹街道翠平社区老年人日间照料中心揭牌仪式举行。罗湖区副区长庄睿宁、区民政局局长杨文秀，翠竹街道办事处主任袁亮，区民政局、市市场监督管理局罗湖局、区财政局、各街道办事处分管领导，罗湖辖区各养老机构、社区老年人日间照料中心负责人和部分长者参加了此次活动。罗湖作为深圳最早的建成区，随着第一代“拓荒牛”退下工作岗位步入老年，以及“候鸟型”和随迁老人群体规模不断扩大，人口老龄化趋势日益加剧。截至目前，罗湖60岁以上户籍老人约有6.5万人，占户籍人口总数的9.5%。预计到2020年，全区户籍老年人将达到7.5万人，占户籍总人口比例超过10%。聚焦特殊群体聚焦群众关切创新养老服务方式方法一直以来，罗湖区委区政府高度重视养老服务工作，深度聚焦养老体系多元化、多层次发展，按照市民政局构建“1336”养老服务保障体系（即建立统一的智慧化养老服务平台；凝聚政府、市场、社会三股力量，提供政府保障基本、居家社区联动、机构养老服务三种方式；形成市、区、街道、社区、小区、家庭养老服务六个层级）的工作部署，着力打造具有深圳特色的“都市养老”模式，夯实养老服务基础。截至目前，罗湖已初步搭建了涵盖机构、社区、居家等全领域、多元化的养老服务架构，全区共有3家养老机构，11家日间照料中心，10家居家养老定点服务机构，115个星光老年之家等养老设施。并通过区、街道、社区三级联动，加快推进养老服务设施建设，大力引进优质养老服务资源，紧贴老年人真实需求，不断完善辖区养老服务供给。但对标现代化都市养老要求，罗湖现阶段养老服务供给与老年人日益增长的需求仍有不小差距，与大数据、人工智能等应用科技的有机融合度不高，现代化、智能化为老服务程度仍显不足，当前养老产业及空间，仍有待深度挖掘和扩展。为有效应对解决当前养老困境，罗湖积极践行“聚焦特殊群体聚焦群众关切”，创新养老服务方式方法，坚持需求导向、问题导向，探索针对性措施，寻找突破口。于今年建成首家社区嵌入式养老服务综合体翠竹街道翠平社区老年人日间照料中心，为破解养老机构欠缺、养老床位紧张，解决需求长者吃饭问题，探索了一条新路径。全面推进长者助餐工作解决老年人“吃饭难”为解决辖区有就餐需求老年人吃饭难问题，罗湖以高度的使命感和责任感，凝心聚力，致力实现“老人有所呼，社区有所应”的目标，扎实推进长者助餐服务工作。在前期充分调研商讨的基础上，于今年6月份，联合市场监督管理局罗湖局、区财政局，出台了《罗湖区长者助餐服务的工作方案》，该方案立足罗湖实际，注重可持性、可操作，在补贴和助餐标准、经费保障、运营管理、食品安全、发动宣传、职责分工等方面进行了明确。并在全市率先将“承接长者饭堂的运营机构可以进行居家养老消费券结算”写入方案，方便老人以券抵钱，深度惠及长者。从2006年开始，罗湖区采取购买服务与市场化运作相结合的方式，在全市率先开展居家养老服务。2011年在执行市居家养老服务补助标准的基础上，为加大福利政策受惠面，制定了更加优惠的区属政策，将居家养老服务覆盖面扩大至80周岁以上的户籍老人，每人每月发放200元居家养老消费券，使罗湖高龄老人群体成为全市唯一享受居家养老补贴福利的人群。为全面落实长者助餐服务工作，罗湖积极谋划，多次召集街道及相关单位召开工作推进会，并组织专人深入全区十个街道开展实地指导督促。目前各街道正紧密部署，通过发放宣传册、设立问讯处、入户宣传等方式，同步开展前期宣传和需求摸底工作，详实掌握需求人员分布，开展长者饭堂的物色选点工作。经对全区83个社区摸底出近5000名长者有就餐需求。其中有条件的街道已通过日间照料中心内设、现有食堂改造、集体用餐配送+就餐点等方式加快推进开设长者饭堂工作。建成首家社区嵌入式养老服务综合体为全区提供可复制、可推广的范本翠竹街道翠平社区老年人日间照料中心的揭牌，承载着各相关部门前期大量工作的付出，承载着辖区长者的殷殷期盼。在物色选点阶段，区民政局联合翠竹街道办事处，克服场地紧缺、选址困难的现状，撒网摸排，特别是翠竹街道民生事务部通过大量走访摸排，积极发动街道、社区全员力量，开展场地选址工作；在设计阶段，联合翠竹街道办与运营机构多次讨论、实地研究，充分发挥场地面积大、配套好的先天优势，高起点、高标准谋划，着力打造成为具备集短期托养、长期照料、医养融合、长者助餐等多功能养老服务为一体的综合性体。据了解，翠平社区老年人日间照料中心合理布局功能区域，共设置养老床位35张，为老人提供宽敞舒适的生活环境和活动空间。通过应用智能呼叫、体征监测等科技手段，加强对老人的身体状况、服务需求等情况的详细掌握。此外，该中心还内嵌了社区长者饭堂，具备同时为40名老人提供现场就餐，最大单餐提供200份餐食的能力，有效的服务了辖区老人，实实在在的解决了需求老人吃饭难的问题，对于我区具有很好的现实意义。今后，罗湖将继续强化全区统筹布局，积极引导翠平日照中心发挥最大功能、最优服务，力争打造为高品质标杆示范点，为我区提供可复制、可推广的范本。引导具备条件的现有日间中心转型升级，并积极把握罗湖城市更新的有利历史契机，配建新型日间照料中心，发展社区嵌入式养老服务模式，切实解决辖区长者养老发展难题。同时，积极开拓思路，多维度推进为老服务工作，引导鼓励股份公司、慈善力量等社会资源参与养老机构、长者助餐等养老服务领域，全面提升罗湖养老服务的能力，让罗湖老年人生活的更健康、更丰富、更幸福！
